How a WhatsApp broadcast works on the official API
On the WhatsApp Business API, a business can start a conversation only with an approved message template. You write the template, choose its category (marketing, utility or authentication) and submit it to Meta. Once approved, you can send it to many contacts at once, with variables like the customer's name or order number.
Every recipient must have opted in to receive messages from your business. Sending bulk messages to people who did not agree breaks Meta's policy, hurts your quality rating and can limit your number. Your business remains responsible for consent, opt-outs, Meta policy and marketing and privacy law.

What about Instagram campaigns?
Instagram works differently. A business can only message people who wrote first, within 24 hours of their last message, and there is no approved-template way to reopen a closed window. Instagram campaigns are included in the Max plan and reach only people who messaged you on Instagram in the last 24 hours. You can't message anyone else on Instagram; that is Meta's rule. Campaigns to all your opted-in contacts go out on WhatsApp.
What WhatsApp campaigns cost
